OpenAI's Help Center says plainly that Support does not manually reset ChatGPT or Codex usage limits.

If your usage count is clearly wrong, or your limits still haven't come back after the time shown on your Usage page, open a ticket. Include the time, your time zone, the client, the model and a redacted screenshot.
