No. Your own reset time comes from your account and usage cycle. A public reset is an extra, broad reset on top of that.

Your Usage page shows your account's current limits and when they reset. A public reset is a separate, extra event for a specific group of users.

A public reset doesn't change everyone's regular cycle. The announcement says which users it covers, and your Usage page shows your actual limits after the reset.
